Advisory Council Member
Dr. Susan Duncan joined the Wounded Warrior Project® (WWP) Advisory Council in 2015. She is currently a human resources consultant, with an extensive career in the HR field that spans more than 25 years.
Prior to consulting, Duncan served as a senior executive director for civilian personnel, U.S. Army, for five years, a position equivalent to a two-star general. She was responsible for developing, evaluating, and implementing policies and programs for the U.S. Army’s worldwide civilian workforce of 325,000 members with an annual operating budget of $413 million.
For 13 years, Duncan was director of human resources for the U.S. Army Corps of Engineers, responsible for more than 40,000 military and civilian personnel. She was advisor to a three-star general and developed precedent-setting compensation packages and policies to enable the deployment of civilians to Iraq and Afghanistan.
During her tenure, she managed a professional development center in Huntsville, Alabama, that is dedicated to technical and leadership training. Duncan also planned and oversaw the establishment of a regional civilian personnel operations center, where she was responsible for recruiting and filling thousands of positions.
Duncan also served as the director of human resources for the Naval Air Systems Command for three years and was responsible for a military and civilian workforce of over 40,000.
She earned her Bachelor of Arts and Master of Arts degrees from Marshall University and her doctorate in education from Virginia Polytechnic Institute and State University.
