Board Director
Ross D. Segan, M.D., MBA, FACS, is a board director, physician executive, strategic advisor, former U.S. Army surgeon, and post-9/11 wounded warrior with leadership experience spanning public service, military medicine, global MedTech, venture investment, and strategic advisory environments. He currently serves on the board of directors of RQM+; is founder and CEO of Medical & Scientific Advisors, LLC, where he advises boards, investors, companies, and sector leaders; and is a founding partner of White Oak 66 Capital.
Segan brings a systems-level perspective shaped by service in high-stakes environments where mission, trust, governance, health, access, evidence, resource allocation, and execution all matter. His board value extends beyond regulatory science, quality, and medical affairs to an ability to connect clinical, operational, policy, business, and enterprise decisions to public trust, mission impact, and durable organizational outcomes.
At the FDA, he led one of the agency’s largest medical-device oversight organizations, with responsibility for more than 1,500 professionals and the evaluation and oversight of more than 250,000 device types. He previously held senior executive roles at Olympus, Johnson & Johnson MedTech, and Covidien. His responsibilities spanned medical and scientific affairs, clinical and preclinical strategy, health economics and market access, patient safety, quality, and innovation leadership across major global markets. He also supported more than 30 clinical specialties and major product categories.
Earlier in his career, Segan served as a practicing surgeon and U.S. Army officer, including as Chief of minimally invasive surgery at Tripler Army Medical Center. During Operation Enduring Freedom, he performed the first laparoscopic surgery in Afghanistan and helped establish a multinational surgical training program in Kabul. He was later medically retired as a result of injuries sustained during a combat medevac mission.
Segan joined the Wounded Warrior Project® (WWP) board of directors in 2026. His connection to WWP is lived, not abstract. It gives him personal proximity to the challenges of recovery and rebuilding after service, while his broader experience brings the board practical judgment across healthcare, public trust, governance, enterprise leadership, and strategic growth in service of warriors and families rebuilding lives of purpose after service.
